Rail Pastors

Project Overview

Rail Pastors is a community-focused initiative in which trained volunteers undertake patrols on railway services, engaging with members of the public and providing a supportive presence during train journeys. The programme involves operational teams working across different geographical areas, supported by regional coordination and designated support personnel.

Each patrol involves interactions with passengers, observations and activities that need to be recorded and reported to the relevant train operator. Historically, these records were maintained on paper, with volunteers required to prepare a formal report at the end of each shift. As the programme developed, the administrative burden of documenting patrol activities became a significant operational challenge.

Procium developed a bespoke Rail Pastors portal that brings together mobile activity recording, regional and team management, support requests, automated train journey information and shift reporting.

The objective was to embed information gathering directly into the patrol itself, eliminate unnecessary administration and create a more consistent, scalable way of managing field operations.

01 — The Challenge

Valuable volunteer time was being consumed by paper records and manual reporting.

Rail Pastor teams were deployed on patrols involving journeys across the railway network. During each shift, volunteers interacted with members of the public, offered assistance and recorded details of their activities. These interactions were initially documented using paper-based records.

At the end of a shift, the information gathered during the patrol had to be assembled into a formal report for submission to the train operator. This created a substantial administrative burden. Preparing and submitting the shift report could consume nearly 30% of the total shift time.

For a volunteer-led service, this represented a significant loss of time that could otherwise be spent supporting passengers and maintaining a visible presence on the railway.

The manual process also made it harder to ensure that information was recorded consistently and that operational teams had ready access to the support they needed.

The principal challenges included:

  • Paper-based recording: Interactions with passengers were recorded manually during patrols.

  • Time-consuming shift reports: Volunteers spent a significant proportion of their shift preparing reports for train operators.

  • Duplicated administration: Information recorded during a patrol had to be reorganised and entered into a formal report.

  • Inconsistent data capture: Paper records made it more difficult to standardise the information collected across teams.

  • Complex geographical coordination: Teams operated across different national regions and local zones.

  • Disconnected support requests: Field teams needed a more direct way to request assistance from support personnel.

  • Manual journey information: Recording train journeys and mapping patrol activity added to the reporting workload.

  • Challenges developing team leaders: More complex administrative and reporting responsibilities could make progression into leadership roles less accessible.

The issue was not simply the use of paper. The real challenge was that reporting was treated as a separate administrative task rather than a natural part of the patrol itself.

Rail Pastors needed a system that would allow volunteers to record activities as they happened and automatically transform that information into the reports required by railway operators.

02 — Our Approach

Bringing digital reporting directly into the field operation.

Procium approached the project by examining the complete patrol process, from organising teams and planning journeys to recording public interactions, requesting support and submitting final reports.

Rather than developing another reporting form that volunteers would complete after their shift, the objective was to embed information capture into the operational activity itself.

Our approach was built around five principles.

Make recording immediate and simple

Provide every team member with access to a smartphone-friendly web application. Interactions with members of the public could be recorded with a simple button press, with additional details entered where required.

This minimised disruption to the patrol while ensuring that important information was captured at the point of activity.

Organise the service geographically

Structure the portal around national regions and local operational zones. This allows the application to reflect how Rail Pastor teams are organised and deployed across different areas of the railway network.

Support different operational responsibilities

Introduce designated roles for patrol members, team leaders and support personnel. Each role can be given access to the information and functions relevant to its responsibilities.

Connect field teams with support teams

Allow volunteers on patrol to raise requests for assistance directly through the application. This creates a clearer connection between frontline activity and the people responsible for providing operational support.

Automate journey information and reporting

Integrate with TransportAPI to obtain railway journey information and reduce the need for manual journey mapping. Use the activities recorded during the shift to automatically generate the final shift completion report.

The guiding principle was that information should be recorded once, during the patrol, and then reused automatically for operational coordination and reporting.

Explore how Rail Pastors uses an integrated digital platform to coordinate volunteer patrols, record interactions, manage support requests and simplify shift reporting.

03 — The Solution

An integrated mobile platform for railway patrol operations, team coordination and automated reporting.

Procium developed a bespoke Rail Pastors web application designed for use both by volunteers in the field and by the teams coordinating their activities. The platform connects the principal operational activities within a single system.

Smartphone Field Reporting

Every Rail Pastor can access the portal through a smartphone. During a patrol, volunteers can record interactions with members of the public using simple, accessible controls.

Additional details can be entered when required, allowing a more complete record of significant activities without relying on paper forms. This makes information capture part of the normal patrol rather than a separate task performed afterwards.

National Region and Zone Management

The system organises Rail Pastor activity by national region and operational zone. This provides a structured way to manage teams working across different geographical areas.

Regional and local responsibilities can be reflected within the application, helping users access the information relevant to their area of operation.

Role-Based Team Management

The portal supports different roles within operational and support teams. Patrol members, team leaders and support personnel can be assigned responsibilities appropriate to their role.

This helps create a consistent operational structure and supports the development of volunteers into leadership positions.

Integrated Support Requests

Volunteers can raise requests for assistance while on patrol. These requests can be directed to the support team through the portal, improving the connection between field operations and operational support.

This avoids relying entirely on separate communication channels when assistance is needed.

TransportAPI Integration

The application integrates with TransportAPI to obtain train journey information. This reduces the need to manually reconstruct the routes and journeys undertaken during a patrol.

Journey information can be incorporated into the shift record, connecting operational activity with the relevant railway services.

Automated Shift Completion Reports

One of the most important capabilities is the automatic generation of shift reports. As volunteers record interactions and activities during their patrol, the information required for the final report is accumulated within the system.

At the end of the shift, the application generates the shift completion report using the information already captured. This removes much of the manual work previously required to compile and prepare reports for train operators.

Consistent Operational Records

The portal provides a more structured way to record patrol activity across different teams and geographical areas. Information is captured in a consistent format, making it easier to review activity and prepare the reports required by the service.

The result is a connected operational platform that supports the complete patrol journey, from field activity and support requests through to automated reporting.

04 — The Benefits

Less reporting time. More time supporting passengers. Greater confidence in team leadership.

The Rail Pastors platform demonstrates how well-designed mobile software can make a substantial difference to volunteer-led field operations.

Significant Reduction in Reporting Administration

Previously, preparing a shift report could consume nearly 30% of the shift. By capturing information during the patrol and automatically generating the final report, the platform removes much of this repetitive administration.

This releases valuable time for frontline activity.

More Time Supporting the Public

Rail Pastors can spend more of their shift engaging with passengers and providing assistance rather than completing paperwork. For a service built around personal interaction, this is a particularly important benefit.

Easier Recording of Interactions

Simple smartphone controls make it quicker and more convenient to record activities as they occur. Volunteers no longer need to rely on paper notes that must later be interpreted and transferred into reports.

More Consistent Reporting

Structured information capture helps standardise how activities are recorded across different teams. Automatically generated reports can follow a consistent format, reducing variation in reporting practices.

Better Regional and Team Coordination

Organising the application around regions, zones and designated roles provides a clearer structure for managing operational activity. This supports both local patrol teams and the wider organisation.

Improved Access to Operational Support

Integrated support requests allow volunteers to communicate their needs through the same system used to manage their patrol activities. This helps connect frontline teams with the personnel responsible for supporting them.

Reduced Manual Journey Administration

TransportAPI integration reduces the need to manually record and map train journeys. Journey information becomes part of the operational record and can be reused in reporting.

Greater Confidence in Developing Team Leaders

By simplifying reporting and providing structured tools for managing patrol activities, the system reduces the administrative complexity associated with team leadership. This makes it easier to support volunteers progressing from Rail Pastor roles into team leader responsibilities.

A Foundation for Growth

A consistent, regionally structured operational platform provides a stronger foundation for expanding the service. New teams and zones can work within established processes without reproducing the same paper-based administrative burden.

The technology supports the volunteers rather than distracting them from their purpose, allowing more of their time and energy to be directed towards helping people.

05 — The Wider Lesson

The best automation happens where the work is actually being done.

Rail Pastors illustrates an important principle for charities with volunteers working away from a central office.

Traditional administrative systems often require frontline workers to complete their activities and then spend additional time documenting what happened. This creates duplicated effort and can make reporting feel like a burden disconnected from the purpose of the service.

A better approach is to make information gathering a natural part of the activity itself. For Rail Pastors, this meant replacing paper notes with simple smartphone interactions, connecting those records to railway journey information and automatically producing the required reports.

The benefits extend beyond saving time. Consistent processes make it easier to coordinate teams, provide support, develop leaders and expand operations.

The project demonstrates that bespoke software can be especially valuable for charities whose work happens in the community, on the move or across multiple locations.

The greatest value of digital transformation is not simply producing reports faster. It is allowing people to concentrate on the work that makes a difference while the system takes care of the administration.
